Your answer begins in the second paragraph. However, in researching
this query on the WWW for you, I think most manufacturers today use
synthetic resin plastics to make the pool/billiards balls. Most of the
sellers on the web speak of a "cast phenolic resin" as the composition
of their balls.
So the answer to your question is that the modern billiards balls are
made of a "mighty hard plastic." :-)
