A 13 year old was flying from Guam to Tokyo.

Because she was over 12 yers old she was 
charged the full adult fare for the ticket.

When she arrived at the airport the carrier charged 
her an additional $60.00.  The reason is that she 
is considered a "child" and it is required that she 
be accompanied from the plane to the person picking
her up.

QUESTION:

If she was ticked as an adult, was the additional 
$60.00 for escort service an unnecessary and perhaps 
illegal charge?
