Never mind the ticket fare, you know that a 13 year old is a child and
you would want that child safely escorted. So I would not take issue
with the $60 charge, albeit it may be just a tad on the high side. It
depends on how long the escort was with her.
As to the airplane fare charge, the parents should have known that in
advance, so one should not be surprised by that charge.
You might also keep in mind that you are dealing with a charge that
occurs in one country -- one airport, Guam, and another charge in
another country and another airport -- Tokyo. So you cannot expect
Tokyo to abide by the same rules that Guam has set up. Even our
different states in the US have different laws concerning adulthood.
It is possible a young man could legally obtain a driver's license in
one state, but not in another bordering state. You would not take
issue with that fact, would you?
