Such could realistically be argued in a court, professor, save that
most of the folks reading this (to my knowledge) ain't and never
will be lawyers.
Notwithstanding that, the fees for airline travel and for services
provided on an airport, invariably are governed by different
entities -- airline fares by an International Air Transport
Association (www.iata.org), in part with the help of the nations
they serve; and airport fees by, at best, a national agency in the
country in which they are based (in this case, I imagine you can
speak Japanese...) and at worst the (closer to local) agency
specifically responsible for that airport.
