Where I live in Virginia, you can call your phone company and request (for free) that 
your phone line be rigged with an automatic message that says "I'm sorry, but this 
phone number wishes to not speak with those who block their phone number or other 
caller identification. Please un-block, and try your call again."  

My Mom's phone gives that message that when I call, and subsequently, she never hears 
from me unless she calls ME!  

I was told you could activate this feature by dialing something like *87. OR to blck 
YOUR number when you make calls, dial *67. I have it programmed in to all my calls. 

AOL dial-up HATES it, and subsequently has bannished it's use since there was an 
abundance of free AOL fraud.

Sounds reasonable to me.
