The RESP file looks like output from rdseed version 4.18. Please upgrade rdseed to newest version (the older versions have known bugs). https://ds.iris.edu/ds/nodes/dmc/software/downloads/rdseed/ The channel name in your RESP file is X, in SEED you need three characters like BHZ for the channel name.
