It might work to remove some spaces before the start and end dates, like this:
B050F03     Station:     OB01
B050F16     Network:     IG
B052F03     Location:    ??
B052F04     Channel:     X
B052F22     Start date:  2015,001,00:00:00
B052F23     End date:    2020,087,10:23:32

The RESP file looks like output from rdseed version 4.18. Please upgrade rdseed 
to newest version (the older versions have known bugs).

The channel name in your RESP file is X, in SEED you need three characters like 
BHZ for the channel name. The correct channel naming is defined in appendix A:

Dear Seisan Users,
    I am using RESP file format in CAL. When I apply Wood-Anderson filter WA, 
the screen prompts with the following error message.
