They are indeed from the same compilation. Furthermore, if I remove 
announcement from the loaded plugins, I get the same issue with the next plugin 
in line.

please make sure that the sems core and the announcement plug-in
binary are from the same compilation. Issues with symbols from the
core usually have nothing to do with RTLD_LAZY.
