Did I do something wrong in compiling? I downloaded sems-1.5.0.tar.gz,
untarred it, and then noticed that the core binary ('sems') wouldn't
link until I added -ldl and -lpthread to LDFLAGS to core/Makefile.
I am assuming the build process wasn't intended to work this way, so I'm
wondering if something is missing.

They are indeed from the same compilation. Furthermore, if I remove
announcement from the loaded plugins, I get the same issue with the next
plugin in line.

please make sure that the sems core and the announcement plug-in
binary are from the same compilation. Issues with symbols from the
core usually have nothing to do with RTLD_LAZY.
