Fast idle control device.  It helps compensate for additional loads on
the engine at idle.  It introduces more air into the intake maifold when
the AC is on in order prevent engine lag and stalling.  When it becomes
plugged with EGR buildup it can no longer compensate for loads and the
car will idle rough or stall as a result.
