If it is actually coming from your speedometer cable, I would check your 
tranny fluid level. Chances are that your level is too high, and possibly 
milky also. If so, you may have a leak in your radiator (if it is an 
automatic) and the coolant is going into your tranny. I would think this 
leak from the speedo cable is serving as a "relief valve" to bleed off the 
excess pressure in your tranny. If you have a manual, you probably have a 
seal leaking and it is sucking in air and also pressurizing the case, or 
have a vacuum line to the tranny that is being pressurized instead.
