So long as the car shows no signs of deterioration(ie-- burning oil, 
excessive blow-by, weird noises from the valve train, unreasonably low gas 
mileage, etc) I see no reason why you can't push it regularly. The factory 
sets the parameters in the ECU *very* conservatively, which helps prevent a 
lot of potential damage (ie-- conservative timing maps, rich A/F ratio, low 
red-line), so as long as you are careful about proper maintenance, you 
should be fine. My car had 94K miles on it when my father gave it to me, and 
it now has 135K. Granted, all the miles my father put on it were very 
gentle, but my car runs like a bat out of hell. The more mods I add, the 
more power I bring out of the engine with no signs of damage or 
deterioration. My gas mileage is still quite good, even with my "spirited" 
(Ahem...) driving style and mostly city miles. Nothing has ever broken, nor 
does any component seem to be in anything less than optimal condition, with 
the possible exception of the piston rings, as I seem to be gettting an 
awful lot of blow-by, but from what I understand, all Nissan engines do 
that, regardless of their health.
   In short, do some diagnostics, make sure the engine is healthy, and if 
everything checks out, go have some fun!

The rev limiter is controlled by the ECU, so if it somehow stopped working, 
your whole car would probably be functioning very erratically, if it ran at 
all. Your rev limiter is fine.

Since your car is stock, that's fairly normal. Do the intake/headers/exhaust 
routine and you'll fix that problem.
