I think most cars use a inductive pick-up type sensor for the speedometer.
I'd look into the sensor itself to see if its in good condition.
Does the ring problem affect performance? Well, yeah. If the rings are
failing to maintain compression I would say so. I'd do a compression test on
that cylinder and see if its actually the rings. Oil could possibly seep
through a poorly sealing rings or drip down through the valve stem.
I wouldn't say its a huge problem yet, but I'd keep a very close eye on the
oil level to be safe.
I'd replace the timing chain tensioner. Nissan tensioners seem to have a
habit of leakdown when it gets old. I've seen this on Altimas and Sentras
alike. I wouldn't replace the chain, its probably not necessary.
