William,

The chain does not always line up with the marks
because it travels at 2 times the lower sprocket speed
because of the gear ratio to reduce the cams speed. 
It is hard to tell from the pictures but it looks like
both gears are off.  If you spun the engine around a
bunch of times, the marks will probably line up.

If both cams were off this much, you would really be
able to tell because your car would be down about 40
hp and posibly be damaging itself also!
