There really is no notion of a target folder (or really a target at all) in the mailet API. I think whatever jSieve needs is workable and just done outside the scope of the mailet API.
We may expose users and mailboxes within James in a more structured... just something we haven't really come to any resolution on. I believe at one point we talked about separating the notion of a mailet API (message processing) and an enterprise-mail-server API (mailboxes, accounts, etc...).
But again nothing really there to build on or restrict you.
