Why do repositories become folder enabled? Repositories are stores.
Folders are stores. Organization of stores is a naming issue, not a storage
issue, with the caveat that intrastore operations can be optimized.

Mail is not necessarily IN a folder during its passage through the pipeline.
It is persistent somewhere in the spooler.
