Can we start in the sandbox? If even a API proposal + prototype + bugfixing/refactoring is "substantial work" we have to do ALL our private experiments in the sandbox to avoid later expenses and inconvenience. What is our current policy concerning the sandbox? Do we need to vote to create a branch/subproject there? Maybe it would be better I would do my OSGi experiments in the sandbox... BTW: All intermediate steps were attached to Jira, with license grant and everything is somehow derived from what has been in the repository. Anyway we should make a decision now, what to do. I don't know apache internals good enough, I can only wait.
