next-minor has been created for your next-minor "proposal" because we had to keep v2.3 branch ready for the bugfix releases. In fact, after that branch we had to work on some new bugfix in v2.3 to create the 2.3.1 release, and the next-minor remained "as is".
If you want to bring next-minor to live again then you should remove next-minor and "svn cp v2.3 next-minor" again.
