I would simply delete the unnecessary tags. They wont't disappear, they will be in the subversion repository forever. If somebody is interested in them, he has to query the history of the tags directory, thats all. I would do the same with merged sandboxes. And the commit message of the deletion (finally) documents what happened with the sandbox.

the following sandboxes:
- james-jcr
- spring-integration
- seda-imap-modular

and to move from
http://svn.apache.org/repos/asf/james/server/sandbox/
to:
http://svn.apache.org/repos/asf/james/server/sandbox/inactive
everything else.
AFAIK we have no "active" branches ATM.

Doubts (because I don't know their status)
"design-doodles": maybe this should be left in the main folder as it is recent.
"imap-functional": don't know if this is merged, active, old or what.

Everything else seems to be more than 1 year old.
