I couldn't remember what NTP was , and I found the RFC

(should have guessed)
I would probably start by developing a Time application, such as
http://javaboutique.internet.com/JSNTP/
and then pasting the important stuff into the servlet shell stuff
afterwards. I found an (unsuccessful) attempt at an NTP Applet, so you
can probably swipe the code from this :
