I have been using WebMacro for the last few months. It's great, we
have done exactly this--changed the whole front end look on all of
our pages, and several times to boot.
Now that our graphics designers have the ability to change everything around
whenever they want, without getting a programmer to help them, I've noticed
that's exactly what they like doing--changing everything.
WebMacro is a template engine that allows you to specify the HTML in a
simple script language. The designers mostly get the script right, but in
the few cases where they don't they just give me HTML and I stick the script
tags in for them--mostly they manage it on their own. Even this is way
easier than not having a template.
As time goes by they need less and less help from me as well, as they get
the hang of the WebMacro script.
I really believe that templates are the right way to go. There are a few
engines besides the one I chose, I'm sure their authors will all post a
list. WebMacro is at www.webmacro.org.
