Well, I don't know if it's the best, because I haven't tried all the
others, but I've been very happy with IBM's WebSphere, which meets all your
criteria. I'm running it with IIS and IBM HTTP Server (their version of
Apache for NT) but it will work with a wide variety of servers on different
platforms. You can download a trial version from the IBM website.
