I'd think so (modulo APIs, deprecated between 2.0 and 2.1).

shtml tags are user-definable

runs on Win2000 (unofficially)
runs on Linux (not released, but I sincerely hope it will be in the next
release :-)
certified for all sun/netscape/aol y2k programs (what a waste of effort)
new per-component installer
