It does, but that port number is not for administration -- it is for the shutdown
command to find the engine.

JSWDK does *not* feature a GUI administration tool.  You have to edit the
configuration files by hand.  Anyone who builds a GUI tool for this (or, better, a
servlet/JSP based app) is welcome to contribute it to the Jakarta project
(http://jakarta.apache.org).
