I run the same sort of thing: win95 with apache and jserv and it works fine.
I can't remember precisely which way round I did it, but I do remember that
I after I installed jserv and
gave it the details about where java and the jsdk were installed that I had
to dig around and amend the conf
files for apache and jserv for things like what localhost ran as and the
like.
