U'll have to Learn JavaMail API.
It contains all that is needed to do with mails and mail protocols.
It comes bundled with J2EE.(or You can download the JavaMail API alone
from
www.java.sun.com)
If you know servlets and JSP there will not be any difficult for you to
Implement
MailingList with JavaMail API.
