How can it be dead when he turns it on every morning and it works ?

Most dead people won't work.

It is a misunderstanding to say, because no new version is developed every 2
months a software is dead.
(Think of the many satisfied OS/2 users)

It may be dead when someone comes up with a stable successor that does
better and more efficient and is exactly as stable as the 'late' version.

Tomcat is not what could be called a 'stable and efficient successor'.
