I'd run a vacuum line straight from the manifold to the wastegate can until you figure out the problem with boost control. 25psi on a 2bar map is BAD. Did you put forged pistons in there? The way your boost is rocketing even under low throttle, it sounds like you've blown a line off somewhere in the wastegate control circuit.. hooking the can straight to the manifold will also allow you to see if you simply have a dud wastegate can...
