If this happens a few minutes after shutting it off, I'd guess a headgasket or leaky injector. If this happens after the car has been off for a while, I'd guess the injector. If it were the regulator, the car would usually take some time to start while it built up pressure again. One thing you can check right after the car has been shut off is this. Pull the vacuum hose off the regulator and see if there is fuel in it. If so, it's bad.
