A couple of thoughts that may help:
It can be extremely dangerous to build or sell anything to your boss. :-)
It's never too late in life to make swing adjustments. The oldest I know of was a gentleman at 86. Recommend a good teaching pro.
There's a lot of "he says", "he believes" and "he claims" in your post. Gather the information yourself and gather it correctly using the recommended practices of a club fitting session. If you are unable or unqualified to do this then (in this case) back away from the situation.
Anything less would be a disservice to your potential customer and, in your case, could be damaging to your position at work.

My boss wants me to build him a set of clubs. He is 62 years old. His
handicap is in the mid 20's. He believes his swing speeds is in the

He has a bad habit when he swings his club that he feels he can't
correct or he doesn't have time, at this late stage of his life, to
correct. When using his driver the ball goes way to the left. He has
learned to compensate by changing his address position. If the target
is at 12 O'clock in order to hit the ball straight he has to stand at
4 O'clock. According to Ralph Maltby's "Golf Club Design, Fitting,
Alteration & Repair," his club path is an "inside out path" (face
closed to path). He claims the ball trajectory is OK.
