That's completely different from what I was assuming. Let's see if I understand.

* A foursome is a TEAM. The foursome comes in first, or fifth, or whatever.
* The competition is net stroke play.
* The team's net strokes on any hole is the sum of its two best net scores.

4. "Fair" was probably the incorrect term. Equitable might be better.

I'm afraid I don't know anything at all about handicapping such competitions. My only comment about your problem statement is that it seems to complicate things by considering the individuals from different clubs. Why not just a common pool of golfers with handicaps?
