That is actually an invalid rule -- the shell compiler flags it. The
valid rule would be:

CONTINUE  lan:192.168.0.0/24!192.168.0.3  $FW  tcp  23

The shorewall-shell compiler generates similar code. Neither compiler
can deal with exclusion in a CONTINUE rule :-(
