It's worse than that. When your network admins are spending their time trying to find new and better ways to limit what the users can do, and the users are spending their time finding new and better ways to bypass the limits that the admins set, then you are all wasting your time *and* creating a culture where the admins do not exist to help the users get their jobs done.
