OK. We can consider allowing photos to be hidden (independently of their rating) in a future release. I've ticketed this here:

I guess that if the photos are tagged with «hidden» the
feature can be implemented as a reverse filter (i.e. with the «NOT»
operator). Also I don't know the actual state of the tag filters, so correct
me if I am wrong.

Shotwell doesn't currently allow the user to filter all photos that do not have a certain tag. But we may implement this as part of the metadata search capabilities we're considering for 0.10:
