I was so pushy and added the nEo theme. (rewrite is happenning atm, 
preinst, postinst, prerm, postrm scripts will also be fixed)
one part i do not understand fully: do you guys want a ready to use 
theme or mainly suggestions? another part i do not get is why you were 
so focused on the topshelf and background? background can be chose in e 
sysmenu and the image for the topshelf can just eb replaced with 
anotherone which will look good in x11-16...
i'd like to butt in, since i dont believe too many people know how edje 
(repectively edje data collections) works.
(the following lines are not primarly directed to the devs)
my theme is an extreme approach to make the user interface react faster.
the looks dont have to be changed as drastically as the neo theme does. 
you can still have some shine an silver bling bling while having an 
efficient and reactive user interface.
this can mostly be done by redrawing images where these redrawn images 
combine some of the layers used in the default theme and thus making 
them dispensable while not changing the looks of the ui...
rendering images is not as efficient as drawing primitives on the 
screen. drawing more layers of course needs more horsepower.
so called PROGRAMs in edje datat collections (mostly animations etc) of 
course require also horsepower.

some of whyt i said is obvious, sure, but my point is that whoever 
designs a theme should also keep in mind that complex themes will slow 
down the interface quite noticably.

i am also willing to help where i can if someone is stuck (when it gets 
to actually writing the edje data collection which i prefer to to by 
hand since i dont trust wysiwyg editors when it comes to efficiency)
