OFFICIAL TERROR TO SEEK BAKORSTANASDA INTELLIGENCE AGENT
JAKARTA (SiaR, 8/1/99). Having summoned Sarbini, a Jakarta Student
Senate Communication Forum activist, as witness in the case of treason
against the state, the Armed Forces, through the Greater Jakarta
Metropolitan Police, are intimidating FAMRED (Student Action Front for
Reform and Democracy) by spreading rumours about the seizure of hundreds of
imported catapults as bait to flush out a Bakorstanasda (Regional
Coordinating Body for Security) intelligence agent, who disappeared when he
infiltrated student ranks. The intelligence agent is a female student from
the Patria Academy of Tourism (Akpar) named Pepi.
While student rallies in Jakarta have decreased with the onset of the
Muslim fasting month, a new type of warfare is being launched by the Armed
Forces. This type of psychological warfare is tantamount to state terror.
Sarbini, a student at the 17th August University, Jakarta, was
terrorized upon receiving the second summons from the Greater Jakarta
Metropolitan Police Headquarters on Monday, 28 December l998, in relation to the
charge of treason linked to the signing of the Common Communique at Hotel Sahid
last 13th November l998. During the interrogation by three police officers,
many of the questions were meant to implicate Sarbini as an actor in the case,
with Yopie Hidayat, since the beginning.
According to Sarbini, the interrogation by Police Captain Pakpahan is
also a way of finding out FKSMJ funding sources and the decision-making
structure of the organization. After having been questioned from 11:00 to
16:30, he was allowed to leave with the information that he could be
summoned again at anytime and that his status could be changed to that of
accused in the case. Several other FKSMJ activists have also heard that
they will be summoned. They believe that the issue is being spread with
the intent of terrorizing them, according to Pak and Ci, students from the
National Development University.
Several FAMRED activists acknowledged that they were surprised last
Monday (4 Jan) to hear news of the Greater Jakarta Metropolitan Police raid on a
campus in the Serpong, Tangerang area. In the raid, police said they had
discovered scores of imported catapults, which they said were to be used to
confront security forces in the demonstrations planned for the days after
the Id holy day. The Student Senate of the Indonesian Institute of
Technology (ITI) denied the rumours. Rudy, a student of planology, said
that ITI campus activities had ceased as of 24 December l998 and denied
that there had been a raid on training activities.
Several ITI activists contacted by SiaR for confirmation said that this
was all related to the issue about the disappearance of a Bakorstanasda agent,
who had infiltrated the FAMRED organization at the start of the fasting
month. According to a SiaR source, who requested anonymity, the female
student intelligence agent had received five months of training at the
State Code Institute (Lembaga Sandi Negara, a special intelligence body
dealing with encryption and decryption of all information traffic, Ed.)
before being dropped into the Famred organization, and had been able to
steal a lap-top computer from a campus to seek information useful for
Bakorstanas.
The SiaR source, a major who is still active with another intelligence
agency, said that this was done to provoke students; this operation would
enable the intelligence agent assigned the task of releasing the agent held
hostage to discover student coordination channels. It appears that attempts
by the intelligence apparatus to infiltrate student ranks has become another
embarrassment for the Armed Forces.***
