Agreed...  very hard to predict.  For those cases where it is distinct network 
management, it could go either way.  For those where it is hierarchical orgs,
likely to remain distinct.   For those were it is contractual in natural, I 
would
expect modest consolidation over time.

I believe it is fine as an indicator of potential CA entities within +/- 50%,
but even that is simply the best estimate at this time.
