We vary the # repositories over a wide range, and the justification is somewhat along the lines of what you also noted in your post: http://www.ietf.org/mail-archive/web/sidr/current/msg05888.html A lot of CA's/pub points may be there (~order #ASes), but following observations similar to your rationale, the # repositories (where the pub points are actually published) can be somewhat smaller (see slide 15).
