I don`t support this proposal.

It is blocking the freedom of internet included business transfer or  marketing 
selling.

I think for now, the policy is already protected the final /8, due to the 
current policy is only accept the owner to transfer to the new owner after  1 
year  membership, that`s mean people cannot just open a new account and sell it 
at the same time.

They must pay cost and time to holding the resource. At this point, that is 
already enough for protecting the last /8 IP address .

And APNIC can also monitoring the BGP routing table, to be confirm the new 
assigned IP block is routed on the public internet.




 - What changes could be made to this proposal to make it more effective?

"prohibit to transfer"  is not work at all.

APNIC can monitor the routed IP on the public routing table. and set a deadline 
(e.g 6 months) , in case no routed on the Internet after 6 months, APNIC can 
withdraw the IP address from the member.
