Hi Aftab, Dual stack network enables service providers(ISPs,IXPs, Telcos etc.) to serve their customers with both IPv4 and IPv6. Even service providers can decide to transform their customers from v4 to v6. So this policy doesn't make any difference as sooner or later most of IXPs serve customers with v6 while retaining the v4(in case not yet transformed).
