for your consideration, and see if this is acceptable to Japan Open Policy
Forum.- The term "unlawful" will be removed from the definition- Including
Jon's comment, i propose the amend the definition to "Internet Abuse through
IP Addresses" means the use of an IP address, or set of IP addresses,
registered to or held by an APNIC account holder, to conduct or facilitate
activity that causes, attempts to cause, or creates a material risk of
technical harm to the security, stability, or trust of the Internet. - this is
followed by a non-exhaustive list of examples.- i would like to highlight that
the list of examples (as indicated by the word, "include, but not limited to")
are intended to provide a clearer guildline but without unintentionally
narrowing the scope.- Regarding puting the definition to a operational guidance
/ best practice - i think it is a workable solution, but at the moment, my
personal opinion is that it is less preferrable. The reason being the worry
expressed in the APNIC assessment itself. Abuse management is a board and
ongoing topic that our community would face, this include many different
obsticles to over come and agreed upon especially when it comes to
implementation. Having an agreed definition that guard us against "scope
creep" while also open enough to allow future issues to be effectively address,
would establish a foundation for the community to move forward. - As per my
response to the other commenters, i definition support APNIC to create a
working group to address other related issues, and this should also include
items raised by Dave, such as the definition of facilitating", "hosting",
"phishing", "fraud", "scam", and "impersonation". I hope this addressed some of
your concerns, and please do continue to raise counter-argunments or other
concerns so we can have a meaningful community discussion. Thank you very much.
