1) try going back to the refresh rates you had before, if possible

2) try startx -- -bpp 16  (i.e., make sure you're entering a bit-depth 
that your card/configuration actually supports.)

How did you 'go back'?  Did you edit /etc/X11/window-managers?  I'm
not sure of the 'Red Hat Way'.

It's possible that your monitor is damaged, but I've never personally
seen that happenning.  

Can you kill the X server with Ctrl-Alt-Delete?  What about switch to
a different console with Ctrl-Alt-F1?  If you can do that, you can
kill the X server gracefully.  If you have a network you might also be 
able to telnet in and kill it.

If all else fails, check the video card and/or try a different
monitor.
