I use mousewheel functionality in (almost)all of linux by only modifying two files,
both of which you can get details at:

http://www-sop.inria.fr/koala/colas/mouse-wheel-scroll/

One thing that the page doesn't say to do is to make your .Xdefaults file
excecutable using chmod. If you don't have an .Xdefaults file, then make one.
