I agree with Doc in that TW basically still sucks, but are the best in
town so far.  Below is a message I sent out last year regarding this same
thread.  We were talking about jump.net DSL also, but I think it was
stated that they don't do residential service anymore (I am not sure if
they are even still around).

I have had very bad problems with swbell in the past.  I chose them over
TW cable, but after 6 months of service (really lack thereof), I canceled
it and moved to RoadRunner.  When I had the DSL, it would only work 50-75%
of the time due to high line noise.  After approx. 20 hrs worth of phone
calls through 20 different people/departments, and at least a dozen techs
coming by the house, I gave up.  The only thing worth while about it was
they screwed up my billing, so I never received a bill for it, and they
never asked for their hardware back.  They even screwed up the
cancelation, so I had DSL and RR for about 4 months.  Basically the whole
management of the DSL section of SWB is screwed up.

As far as TW Cable goes, I have had good luck with them.  The outages
have been few and short.  The only real problems have been with my first
bill, where they tried to charge me for 3 IP's and 3 nic's.  I guess the
install tech told them I had 3 computers (which is true), but didn't tell
them I had a firewall/router/DHCP server, and everything already had nics
in them.  It was straightened out with one phone call and minimal yelling.
I also have a small prob with dropped packets, but the only issue that
creates is killing ssh connections periodically.

I think I would try jump.net first, I would give them a shot if SWB didn't
own/maintain the lines coming to my house.  It is always nice to support
the local guys.  If they don't work out for you, I would recommend TW over
SWB (kinda the lesser of two evils).
