The horizontal scroll bar in PulseView sometimes cannot be dragged.
To reproduce the problem:
1) start PulseView, select the Demo device, 100 samples, 1 kHz, click Run
2) zoom in until the horizontal scroll bar slider is very short, then
drag it all the way to the left
3) now try to drag the slider back towards the right -- it is stuck
4) one of the workarounds is to drag the screen to pan it until the
slider has moved to the right enough to unstick it
