My idea is that older udev versions (or forks that lack uaccess) will
still provide "traditional experience" of allowing only plugdev users
to talk to the devices, and the newer versions will do the uaccess
thing for the local console users but those working remotely can still
benefit being in plugdev group.

At least that's the intention and the way we're doing that in OpenOCD
in a single unified udev file and I haven't noticed any complaints.
