The odd thing is that despite the fact that middle class India thinks
of politicians as an unsavoury bunch, it has no problems with a
paternal govt run by the same bunch that takes decisions impacting on
personal freedoms.
Why the heck would anyone trust the govt? The mind boggles ...

I think this problem goes deeper down. The government is only the latest to occupy that paternal seat. I would think that we have been used to accepting our fate, morailty and acceptable behaviour from such influences as gods, saints, kings, feudal lords, the weather, the stars etc. for much longer than the government has existed in its present form.
