Go right ahead - or get the EFF to help you here.
I agree that an EFF-like organisation is needed. I'd suggest, however,
that explicit links with the EFF be avoided -- otherwise traditional
Indian paranoia about a "foreign hand" will derail all it's efforts.
Remember, "national security" will be the main plank of it's
opponents.
I'd also agree that a full time person will be needed. To get someone
of the necessary credibility will require one of the aforementioned
retired fat-cats^H^H^H enterpreneurs to work for free or a reasonable
sized budget to pay his salary. Lobbying will in itself be an
expensive activity.
So in fairly short order you will need start:
* fund raising activities
* creating a legal entity so that you can accept the money
* head hunting to find a front man
* communication channels so that the previous items can be
co-ordinated.
Do let us know when the communication channels (mailing list or
whatever) are setup.
