Not really. Incompetence among indian ISPs has and will be the enemy, adding damage to the incompetence of DoT / CERT-IN.
ISP incompetence can be cured by sending their admins for regular training / making them attend SANOG workshops etc. DoT / CERT-IN incompetence on the other hand ..
