Unfortunately this is a common misconception. The reason these violations seem to be ignored is because of lack of policing manpower and mechanisms (such as tow-away vehicles) and government intransigence in funding these things as the ministers make money from big ticket activities. But if you get caught, you're it. Always take no parking signs seriously even is everyone else wants to be an idiot. shiv
