All types of VNC are miserably slow over WAN links.

If you were dealing with only Windows servers, RDP was probably your
best bet. For Unix boxes, if ssh -X with a local X server (Cygwin?)
ought to be good enough.

Have you explored KVM over IP?

Lastly, the guys here are looking at a "Citrix server" - and from what
I hear it is a fast, cross-platform solution for this particular
problem, but slightly pricey.
